Ban stock trading by members of Congress through House and Senate rules

Members of Congress can still own and trade individual stocks. In July 2026 the House passed a partial ban, 232 to 198. On Sept. 30 the Senate fell seven votes short of the 60 needed to take it up. Every bill that has not become law dies on Jan. 3, so the new Congress has to start over. On Nov. 4, Hakeem Jeffries told House Democrats a ban on members trading stocks is part of their agenda.

Pass a law banning stock trading by Congress, the president and the vice president

House and Senate rules can only cover their own members. Banning trading by the president, vice president and other executive branch officials takes a law. Several House Democrats have filed bills that do this, and Hakeem Jeffries backs one of them. Every bill that has not become law dies on Jan. 3, so they have to be filed again in the new Congress.

Yes, I will. I have zero interest in running for president. I’m not running for president. I’m running for re-election to the Senate.

Members of Congress holding and trading individual stock is wrong. It is corrosive. It is destructive. And it needs to be banned.

And it’s why the first set of legislation I will pursue in the U.S. Senate will be an anti-corruption package to ban super PACs and corporate PACs, ban partisan gerrymandering, and increase transparency and accountability in all branches of government.

I don’t take contributions from corporate PACs. Corporate money corrupts the legislative process, and I’m leading this effort alongside Senator Kelly to ban corporate PACs altogether — as I said I would when I ran for the Senate.

Stock trading by members of Congress massively erodes public confidence in Congress with serious appearance of impropriety, which is why we should ban stock trading by members of Congress altogether.
